Google reveals the source, but I will not reveal it here. Knowing the context points to the importance of ends over means. Sure, it's important to act and act quickly if you want to affect change, but if your long-term aims are based on false understanding or just plain malign, all that action is not just misguided, it's detrimental. It's a tough balance. And if you spend too much time wringing your hands about it you won't get anything done at all, which is, I think, what the quoted speaker was getting at.
What baffles me (and always has) is arrogance of the spin; using the a-ha of a variant on perception is reality to justify otherwise unjustifiable actions.
